How Chicago’s Outdated Zoning and Land Use Systems Thwart Inclusive Growth

image of the zoning assessment report coverZoning impacts Chicago and the lives of our families and residents in countless ways. But there’s never been in-depth evidence—until now. MPC has conducted a first-ever full assessment of Chicago’s zoning data. The results and recommended solutions are published in the new report “At What Cost? How Chicago’s Outdated Zoning and Land Use Systems Thwart Inclusive Growth.”

This three-year MPC study engaged hundreds of people in conversation—more than 700—across civic and community organizations, government agencies and departments, ward offices and the private sector. MPC created a coalition committed to sharing first-hand knowledge about land use, convening more than 30 gatherings—advisory groups meetings, focus group sessions, public events and workshops. When we analyzed the evidence, the data generated made a clear case for change.

“At What Cost” reveals what is holding our city back and costing our residents: outdated, arcane and powerful zoning systems and hyperlocal control. Then, the report demonstrates what needs to be done to pave the way for inclusive growth and a future where everyone has what they need to thrive. While the report focuses on Chicago, the solutions can change the calculus in towns and cities across the U.S. To learn more, read “At What Cost” today.
