The Road Less Traveled: Exploring Congestion Pricing in Chicagoland
In 2007, the Federal Highway Administration awarded the Illinois Tollway a grant to study the potential of congestion pricing in the Chicago region. The Tollway selected Wilbur Smith Associates, Inc., as the technical consultant for the study. The Metropolitan Planning Council, a policy research and advocacy nonprofit, joined the team to conduct public and stakeholder outreach. The study was guided by mayors and other elected officials from across the region, and monitored by the Chicago Metropolitan Agency for Planning Transportation Committee.
The primary goal of the study was to evaluate the potential of congestion pricing to improve mobility, and thereby the competitiveness of the Chicago metropolitan region.
