Expanding Quality Rental Housing in Northeastern Illinois

The demand for quality, mixed-income rental housing located near jobs and transit for households earning less than 80 percent of area median income (AMI) in northeastern Illinois continues to be documented by the U.S. Census and other sources, including  the Illinois 2012 Comprehensive Housing Plan. In an innovative effort to support mixed-income housing that meets the Metropolitan Mayors Caucus' Housing Endorsement Criteria and advances the caucus' Housing and Community Development work, MPC and partners formed the Regional Housing Initiative (RHI), to provide financial incentives (via operating subsidies) to developers and owners of quality rental housing. To date, RHI partners have awarded operating subsidies to more than 360 apartments in 23 viable developments. As a result, more than 900 new or rehabbed housing options, largely in mixed-income communities, are already up and running while more than 1,600 apartments are in the final stages of financing or rehab. RHI includes eight regional housing authorities (Chicago, Cook, DuPage, Joliet, Lake, McHenry, Oak Park and Waukegan), the Illinois Housing Development Authority, and MPC.

APPLY for RHI

The Regional Housing Initiative is a competitive, rolling application process. Property owners and developers may submit applications for this round of RHI funding at any time.

However, developers interested in RHI support for the Winter 2013 round of Illinois Housing Development Authority's Low Income Housing Tax Credits, which is due March 15, must call Angie Leyva at 312-863-6017 by Feb. 22 to schedule a conversation about RHI's parallel application procedures.
